Preamble
Acknowledging Turkey’s continuing determination to resolve the Cyprus question,
Bearing in mind Turkish concerns about a lack of progress towards European Union membership,
Recognising Turkey’s continuous economic, humanitarian and social reforms,
Applauding Turkey’s willingness to comply with European Union regulations,
Operative Clauses
I. The Council resolves that negotiations will be successfully completed as soon as is viable;
II. The Council authorises bi-annual reviews of Turkish viability by the EUCM, at which the question of setting a date will be discussed ;
III. The Council affirms the need for recognition of the Republic of Cyprus before accession can be completed;
IV. The Council affirms the need for the completion of the implementation of a proportional amount of the Copenhagen Criteria before accession can be complete;
V. The Council further resolves the need to establish a representative government on the island of Cyprus that caters for Greek, Native and Turkish Cypriots in a fair and democratic manner;
VI. The Council further resolves the need to demilitarise the Turkish troops stationed in Northern Cyprus;
VII. The Council takes note of Turkish desires for the protection of Turkish Cypriots and, as such, implores the government of Cyprus to assure that these citizens will be adequately protected after demilitarisation;
VIII. The Council affirms the need for a single government on the island of Cyprus and as such encourages the reunification of Cyprus with a view to proportional democratic representation as afforded by Clause V;
IX. The Council calls for the Republic of Turkey to completely open bilateral trading with all EU member states and open all air and sea ports to all EU member states;
X. The Council agrees to work in accordance with Greece, Turkey and Cyprus to work towards peaceful strategies to relieve the issue of displaced peoples in 1974.
